Without this membrane, (very much like roofing "ice and water shield"), the moisture goes into the area of the deck screw and can actually rot your deck from the inside out. With the 25 year decking products available now, there's no reason to allow your framing structure to fail in less than five years. Even more important than the 2" product, is the 4" tape designed for use over double joists. Once moisture gets between the strongest structure of your deck, it will never dry and even treated lumber will begin to rot.
